AbstractSoon after the invention of internet, a new virtual world called cyber world came into being and with this a new pattern and channel of social connections arose in the shape of social networking websites and apps. Historically it is known that bullying was accepted in approximately all community among the adolescence. The government had initially didn’t focused on it and just ignored in the past because of the higher number of adolescents as well as teenagers being involved in it. With the arrival of social networking websites and apps the crime ratio has increased and more realized at the same time. Apps and websites of social networking are taking actions against cyberbullying. Currently the federal government have acted wisely and rapidly against the cyber bullying which helped in the reduction of this crime in many communities of the United States. Precautions against cybercrime are disseminated and people are made aware of privacy issues and campaign so that the amount of danger can be reduced as much as possible.Keywords: Criminal attempt, Cyber bullying, adolescents.IntroductionCyber security and cybercrime are the main issues among many nations and they are facing severe damages from it. Cyber bullying is one of the problem related to the cybercrime in which an individual use the electronic sources like phone, internet, chat forums and other communication means to threat or harass another person. The use of the technology to harass others has become increasingly common. This trend dis common in adolescents physically but some of the worst cases are seen in the professional office environments in which the colleagues attempted this crime which resulted in severe insults and even suicide attempts. The cyberbullying is currently on the peaks on the adolescents and the effected community is also the teenagers. Currently the federal government have acted wisely and rapidly against the cyber bullying which helped in the reduction of this crime in many communities of the United States. The main aim of the paper is to discuss the history of the laws on bullying as well as the current statute of different states of The United States as well as the comparison of the situations of past and present. Elements of Historical Common LawHistorically it is known that bullying was accepted in approximately all community among the adolescence. There are many key democratic changes in the overall United States The evolution by the means of the flow of information, commination and educational technologies have helped the educational system to develop and modernize. This modernization had both positive as well as negative impacts on the society and the children of very initial ages. They are tempted to do any false activity if they finds any chance because of their volatile nature and easily tempted for that. Due to racism and class differences, kids were playing bullying decades ago but because of the internet and easy access to the social media and electronic communication devices. One of the main factor which caused a higher attention of the authorities and the government was the psychological torture through the social exploitation of an individual’s personnel belongings as well as the suicide attempts.The government had initially didn’t focused on it and just ignored in the past because of the higher number of adolescents as well as teenagers being involved in it. The Government in the past initiated its first attempts to legally act against the cyber bullying by making the Maryland’s Grace’s Law. This law was to combat the digital epidemic of cyberbullying and cybercrime. The cyberbullying laws were hard to implement initially. There were an outnumbered teachers who had faced difficulty in the implementation of the cyberbullying laws. The schools systems were recommended to develop the recording systems as well as to produce the accurate results so that the government officials would understand the situation of this crime and to implement some better solutions for that. The Maryland’s legislation was supposed to make some important attempts which would help in the development of the system in which the schools have some positive and safe educational environment.Elements of Current StatuteCurrently the world is changing rapidly and there is requirement in the advancement of the laws to handle the criminal attempts which are disturbing the local communities at a very large scale. In April 2009 the bill passed with the title of 18 by the congress of United States was in respect of the only cyber bullying. This was a good change but a difficult task for the teacher. Bullying Prevention for School Safety and Crime Reduction Act of 2003 was also implemented in California. Similarly Florida, Georgia and Hawaii also developed similar laws which helped to prevent bullying and attempt to harass and high fines ambarassment and psychological sessions are arranged. It is helping highly in all over the country and reduced the crime upto 60%. Now highly monitored systems helped the society to eliminate this crime completely and any try to attempt the crime is also observed on the spot.Comparison of Historical Common Law and Current StatuteThe society and social channels have changed a lot since we were kids. Purchasing devices in love with cyber world we forget normally a great exposure to potential danger associated with cyber world. As discussed above cyber bullying is one of the major crimes of cyber world and a great deal of prevalence is required against this. In the past few years the issue has been highlighted on every major platform projecting the cyber world but unluckily it is found in research studies that the number of cases of cyberbullying has increased as compare to the earlier years. One study have depicted that the number of cases of cyberbullying crime has increased more after the year of 2010. The month of October has been associated with the prevention of this crime that is a great chance to reduce the amount of exposure to the dangers of bullying in the cyber world, an epidemic being faced by our children. Statistics show that almost eighty seven percent of children face cyberbullying, thirty four percent of the students have reported that they had to face cyberbullying more than once. One of the causal factor is that most of the kids do not turn the privacy on while being active on cyber world.Initially the development of technology made youngsters feel excited about using it and they did not consider the facts of danger associated with information and communication technology. Already a good number of better socially active students have faced severe damage in their educational progress due to the bullying only because of the gender, religion, sexual orientation and the language differences. The changes in the laws were necessary because the electronic system had got advanced and the tracking became difficult and impossible sometimes. In April 2009 the bill passed with the title of 18 by the congress of United States was in respect of the only cyber bullying. It was named as the “Megan Meier Cyberbullying Prevention Act” in which the teenager who is attempting cyberbullying and because of that cyberbullying another individual commits suicide will be called as a criminal. The federal Laws are giving strictness upon attempts to this crime and there are huge number of reports came from the schools which included the students complaining about the bullying and the officials have acted positively upon that and many cases were solved and the rest concluded with the psychological sessions and fines.RecommendationsThe schools have considered internet as a necessity. This is a great opportunity for the teachers and students to study the market needs which would help them to groom accordingly but there are issues which were seen because of it. The students who have open access to the internet are using social media very explicitly. That is the point when the cyberbullying starts. It is recommended to teach the children not to do this and explain the side effects and damages which are happening around them. Moreover also the parents, teachers and the authorities are required to tell the children about cyberbullying and give them courage to stand against cyber bullying.ConclusionIn a nutshell it can be explained that, conclusively, Cyber bullying is most common cybercrime being committed on daily basis around the world. Social media websites and applications are mainly the platform available to commit such crime. Though the purpose of these sites is much different but has provided the offenders way new opportunities to intrude into the personal life of people by bullying them.
